精简机构、警力下沉是当前公安机关为优化警力配置、充分发挥现有警力效能的一项重要改革。本文借助管理学组织理论的视角,剖析了当前警察组织的结构性弊端,并根据彼得原理和帕金森定律的启示,提出了改良警察组织的路径,重点论述了如何完善人事制度,用合理的制度发现人才,促进组织健康发展。
