常言道,火车跑得快,全靠车头带。实质上,一个单位无论人数多少,就好比是一列运动的“火车”,“一把手”就好比是“火车头”,对单位整体发展和面貌改变起着至关重要的作用。如何才能当好“一把手”,答案是仁者见仁,智者见智。就我本人而言,通过三年多、两个职能不同局局长岗位的历练,对如何当好“一把手”有了深切的体会和感受。 第一,要抓准工作重点。目前,就基层地税局而言,不能说工作千头万绪,但说头绪繁多是并不过分的。这就需要突出重点,抓纲带目。那么,重点应当抓什么呢?我认为,一是组织收入,二是队伍建设。组织收入工作是我们永恒的主题,一切工作都要围绕这个中心开展,这一点不能有丝毫的偏离。队伍建设是完成各项工作任务的根本保证,必须坚持以人为本,多措并举,切实加强队伍建设。真正做到带好自己的队,收好自己的税,管好自己的人,办好自己的事。
As the saying goes, trains run fast, thanks to the front band. In essence, a unit, no matter how many people, is like a “train” of a movement. A “leader” is like a “locomotive” and plays a crucial role in the overall development and face-to-face transformation of a unit. How can we be good “leaders”, the answer is benevolent benevolence, wise men see wisdom. As far as I am concerned, I have had a deep understanding and feeling of how to be a good number one after more than three years of experience in the positions of the two bureaux and departments. First, we must focus on the work focus. At present, as far as the grassroots local Inland Revenue Department concerned is concerned, we can not say that the work is multitude of things but it is not unduly excessive to say that we have a great deal of clue. This requires highlighting the key points. So, what should focus on it? I think, one is the organization of income, and second, team building. Organizational income work is our eternal theme. All work must be carried out around this center without any deviation. Team building is the fundamental guarantee for accomplishing various work tasks. We must adhere to the people-oriented principle and take all measures to make every effort to strengthen the contingent building. Truly bring their own team, collect their own taxes, manage their own people, do their own thing well.
