适用简易程序审理被告人认罪的刑事案件,在保证司法公正的前提下,简化了办案程序,减少案件积压,不仅缓解了“案多人少”的难题,也有助于提高诉讼效率,节约司法资源。新修订的刑事诉讼法要求适用简易程序审理公诉案件时,检察院应当派员出庭。这一变化对加强法律监督,强化权力制约,保障多方权益都有着积极的促进意义,对检察机关而言是个新的挑战。公诉人在审查起诉阶段如何充分利用量刑建议鼓励被告人认罪和选择适用简易程序,在开庭时如何举证质证,都是需要尽快解决的问题。
