2009年4月1日,北京市人力资源和社会保障局出台了“五险合一”政策,要求从当年5月起北京市正式启用“五险合一”新报表。目前对民营拆迁行业中外来务工人员工伤保险状况的研究还比较欠缺。本文结合“五险合一”保险政策,从外来务工人员和企业管理者两个角度阐述原因分析,并得出要改进政策信息传播方式,完善相关法律法规,有针对性的出台适于特殊行业的社保政策等建议。
On April 1, 2009, the Beijing Municipality Human Resources and Social Security Bureau promulgated the policy of “five risks and one insurance” and demanded that Beijing Municipality formally launch a new “five risks and one insurance” report from May of the same year. At present, the research on the status of work-related injury insurance for migrant workers in the privately-owned demolition industry is still lacking. Based on the insurance policy of “five risks and one insurance”, this article elaborates the reasons from the perspective of migrant workers and managers and concludes that it is necessary to improve the way of dissemination of policy information, improve relevant laws and regulations, Special Sector Social Security Policy Suggestions.
