建国四十年来,高等学校的领导体制曾有过多次变化。这种变化,反映了高等学校适应党的政治路线以及教育事业的发展和改革的要求,反映了高等学校不断加强和改善党的领导的探索过程。现在中央又重新明确高等学校实行党委领导下的校长负责制。这是对几十年来高校领导体制变化的科学总结,特别是对近几年来反对国内外敌对势力搞和平演变和反对资产阶级自由化斗争经验教训的科学总结。我们应当看到,在当前进一步明确实行党委领导下的校长负责制,具有重要的现实意义。
In the 40 years since the founding of New China, the leadership system of higher education has undergone many changes. This change reflects the need of institutions of higher learning to adapt to the party’s political line and the development and reform of education and reflects the exploration process of the colleges and universities in constantly strengthening and improving party leadership. Now the Central Government has made it clear that the system of principals under the leadership of the Party committees in higher schools has been made clear. This is a scientific summary of changes in the leadership system of colleges and universities in recent decades, especially the lessons learned from opposing the hostile forces at home and abroad for peaceful evolution and opposing the bourgeois liberalization in recent years. We should see that it is of great practical significance to further clarify the current principal responsibility system under the leadership of the party committee.
