一、绪言国际劳工组织(International Labour Organization简称ILO)原为国际联盟的一个分支机构,主管世界性劳工事务、协调劳工政策,而其决议对各会员国并无约束力。国际联盟解散后,这个组织仍然保留下来,现为联合国的正式下属单位。它不是医务机关,本身也没有直属的专业研究设施,只是由于工业发展,带来许多复杂的工业卫生方面的问题与劳工利益密切相关。所以ILO常设机构(International Labour Office也简称ILO)内设立了一个工业卫生处,其性质属于一个技术咨询与交流情报资料的机关并筹办有关学术活动。
I. INTRODUCTION The International Labor Organization (ILO), formerly a branch of the League of Nations, is responsible for world labor affairs and coordinating labor policies. Its resolution is not binding on Member States. After the dissolution of the League of Nations, the organization still remains and is now an official subordinate unit of the United Nations. It is not a medical institution, nor is it directly under the professional research facilities, but because of industrial development, many complex industrial hygiene problems are closely related to labor interests. Therefore, an ILO has been set up within the ILO Permanent Office (ILO), which is of a nature as a body for technical advice and exchange of intelligence information and for organizing academic activities.
