吉林市是典型的老工业基地城市,肩负着东北振兴的使命重任。近年来,吉林市委针对老工业基地城市引才难、留才难的现状和制约人才发展的体制机制桎梏,在深化人才发展体制机制改革中,围绕人才体制机制改革创新这一中心,设计多个相互关联的子系统,打造了具有地方特点的“1+N”人才工作体系,使人才集聚能力重新恢复、人才生态建设逐步进入良性轨道。
