出上海市区,走完32.5公里长的中国第一跨海大桥东海大桥,一座如飞鸟掠于万顷海涛之上的世界集装箱大港便出现在眼前。而3年多前,这里还是个孤悬于茫茫外海的弹丸小岛,没有淡水、没有电力。或许,很难有哪座港口的开港,能像洋山那样引人注目。这不仅因为,这是全球唯一建在外海岛屿上的集装箱码头,是我国港口建设史上规模最大、建设周期最长的工程,并且是由国务院批准的我国首个保税港,更重要的原因,还在于其对上海乃至区域经济的发展,都可能带来非同一般港口的影响力。从某种意义上说,洋山港是仅仅为上海添了座码头,还是能以此为契机催生更广泛深刻的变化,将是评判这个“世界级工程”成败的关键。
