行政文化是行政管理之魂,政府机构改革与行政文化创新密切相关。传统行政文化的人治化、封闭化、官僚化特征对政府机构改革的顺利进行造成了严重阻碍。创新行政文化,加强电子政务、公民参与、行政法治建设,对于克服传统行政文化消极因素对政府机构改革的负面影响意义重大。
Administrative culture is the soul of administration. The reform of government agencies is closely related to the innovation of administrative culture. The characteristics of humanization, closure and bureaucratization of the traditional administrative culture have caused serious obstacles to the smooth progress of the reform of government agencies. To innovate the administrative culture and strengthen the building of e-government, citizen participation and administration by law is of great significance in overcoming the negative influence of the negative factors of traditional administrative culture on the reform of government agencies.
