榆林市年产原煤1.3亿多吨,是一个名副其实的产煤大市。多年来,在市委市政府的正确领导下,在各部门、各单位的努力下,煤矿安全生产保持了相对稳定的态势,在全省乃至全国都居于领先地位。但是,由于小煤矿生产中存在诸多潜在的危险和不安定因素,安全事故仍然时有发生,威胁着矿工的生命财产安全,安全监管工作任务仍然十分繁重。下面,我就榆林市在当前形势下,小煤矿安全生产监督管理中应当采取的对策和措施提几点看法:
