我们海军工程设计研究局,作为海军工程建设系统最大的一个设计单位,几十年来,不但承担大量重要的海军工程建设的设计任务,而且在改革开放以来,又完成了许多地方工程设计,获得了国家、军队的多项优秀设计奖和科技进步奖。与此同时,我们还成功地填平了由于历史原因造成的人材断层问题,培养了一大批年轻的科技骨干。回顾几十年来,特别是1989年推行全面质量管理、实行技术经济责任制以来的历程,我们认为取得成功主要有如下几个因素:
