在中国社会主义经济体制的建设过程中,人力资源战略的实施意义重大。作为区域经济发展的关键,开发和利用人力资源时不可避免的是相关数量、质量、结构和流动等因素,这些都与区域经济发展唇齿相连,密不可分。区域经济的发展的着力点在于分析人力资源与区域经济之间的关系,结合现实情况,分析问题,解决衍生的战略对策问题。因此,区域经济的良性关键在于如何正确处理两者之间的关系。
In the process of building China’s socialist economic system, the implementation of the human resources strategy is of great significance. As the key to the development of regional economy, the related quantity, quality, structure and flow are the inevitable factors in the development and utilization of human resources. All of these are inextricably linked with the development of regional economy. The focal point of the development of regional economy is to analyze the relationship between human resources and regional economy, analyze the problems and solve the derived strategic countermeasures according to the actual situation. Therefore, the benign key to regional economy lies in how to correctly handle the relationship between the two.
