许多基层干部向笔者反映了目前干部考核中存在的“五多五少”现象: 一是对显性“政绩”考核多,对隐性“政绩”考核少。比如财税任务、计生工作等显性指标是衡量基层干部业绩好坏的“硬杠杠”,而干部人品的好与坏,为民办实事的多与少等往往成为干部看不见的“政绩”,难以在考核体系中发挥应有的作用。由于基层干部提拔、调动的周期较短,干部必须在有限的时间内干出更多看得见的“政绩”,一些立竿见影的“政绩工程”往往成了干部从政的首选。

However, cadres' good and bad characters are more or less than those who do non-governmental work, which often become the “political achievements” that cadres can not see. Difficult to play its due role in the assessment system. Since the promotion and mobilization of grassroots cadres have a short cycle, cadres must work out more visible “political achievements” within a limited period of time. Some immediate “performance projects” have often become the first choice for cadres in their administration.
