导致高考移民的直接原因是各省市高考录取分数线存在较大差异,根本原因是各地人口与教育资源分布不均衡,而现行的高校招生体制并没有使这种不均衡的状况得到缓解。建议逐渐推行按比例录取的招生策略,进行过程性评价制度改革。中小学管理者和教育行政管理者应本着对学生发展负责的态度,对高考移民现象进行预防与疏导。
The direct reason for the immigration of college entrance examination is that there is a big difference between the college entrance examination scores in various provinces and cities. The fundamental reason is that the distribution of population and education resources in different places is not balanced. However, the current university enrollment system does not alleviate this imbalance. It is suggested that enrollment strategies on a pro-rata basis should be gradually implemented to reform the process evaluation system. Primary and secondary school administrators and education administrators should be responsible for the development of students in the attitude of immigration on the entrance to prevent and divert.
