目前,企业报质量上不去的原因诸多,其中一个重要因素,在于企业报的办报思想不明确,对企业报的认识缺乏理论研究.例如,对企业报的性质和功能问题就存在截然不同的看法.有的强调新闻性,认为企业报要像社会上专业报纸那样,“冲出企业,打入社会”;有的强调实用性,认为企业报的唯一任务就是为生产经营、企业政治工作服务.前者把企业报置身于本企业事业之上,追求超企业社团目标;后者认为企业报是以报纸面目出现的企业内部的宣传材料.
