在党的八届八中全会精神的鼓舞下,在大反右倾、大鼓干劲的运动中,我办职工热烈地响应了党委的号召,在今年第四季度内掀超了提前跨进1960年的社会主义竞赛高潮,这一战斗在11月底就全面告捷,全办提前31天超额15％完成了1959年的生产任务,胜利地跨进了1960年,这是在1958年大跃进的基础上又取得1959年更大更好更全面跃进的重要标志。回顾1958年之初,我办的主要力量还在进行长江流域规划工作,丹江口的初步设计尚未完成,三峡还处于研究阶段,对于水利枢纽的技术设计和施工样图根本也没有尝试过,尤其象金属桔构、机电、厂房、动能、施工设计、工程地质及科学试验
