(一) 深化劳动用工制度改革,是在发展社会主义有计划商品经济的进程中,大中型企业必然要面对的亟待解决的重大课题。本钢围绕此课题,在“七五”期间就进行了积极的探索和尝试,一是在新招用工中实行了劳动合同制;二是在开展提高劳动生产率“三位一体”攻关活动中,试点推行了优化劳动组合,稳妥地分离和安置了富余劳动力;三是在人事制度改革中,实行了聘任制,建立了任期目标管理制度。种种探索和实践,有效地挖掘了企业人力资源的潜力,调动了广大职工的积极性,使本钢在“七五”末钢和钢材产量均比“六五”末增加近百万吨,实现
(1) Deepening the reform of the labor employment system is a major task that large and medium-sized enterprises must face in the process of developing a planned socialist commodity economy. Second, in the “Three-in-one” research project to improve labor productivity, the pilot project was implemented. Third, in the reform of the personnel system, the appointment system was implemented and the term management system was established. Various explorations and practices have effectively tapped the potential of human resources of enterprises and mobilized the enthusiasm of the broad masses of employees, making the output of steel and steel at the end of “7th Five-Year Plan” increase by nearly one million tons at the end of the “6th Five-Year Plan” period.
