从文化权利和图书馆文化的内涵入手,论述了图书馆在充分实现公民文化权利过程中的重要作用以及构建“以人为本”图书馆文化的必然性。并对如何构建“以人为本”的图书馆文化进行了探讨。
Starting with the cultural rights and the connotation of library culture, this paper discusses the important role of libraries in fully realizing the cultural rights of citizens and the inevitability of constructing a “people - oriented” library culture. And discusses how to build a “people-oriented” library culture.
