Yunnan is the major province with the greatest potential for hydropower development in the west, and its development conditions are very superior. At the same time, it is also an important coal-rich province in the south, with good prospects for the development of thermal power. These advantages are objective. To turn these potential advantages into real advantages, we must first emancipate the mind and change our concepts. Traditional thinking and ideas will hardly produce new ideas for adapting to the great development. We must stand at the strategic height of the large-scale development of the western region.
