In the southeastern United States, Idaho used an integrated integer programming model to plan a minimum cost system update when planning a 6,900-hectare irrigation project. Three gravity-based delivery systems (existing unlined channels, concrete lining channels and gravity pipes) and five types of irrigation applications (two gravity and three sprinkler applications) were considered. The comprehensive planning model that complies with the stipulations is flexible and effective. The so-called stipulated constraints refer to water fee and water and soil utilization. The quantitative effect of different constraints easy to calculate. The same model program is also available for the development of a new irrigation project for minimum cost system planning options. Descriptive procedures provided by the model help planners, irrigation personnel and others concerned make decisions in multi-goal planning for new or improved irrigation projects.
