如何构建与社会主义市场经济和现代企业制度相适应的企业经营者管理体制 ,建设高素质的企业经营管理者队伍 ,是国企改革攻坚中面临的一项重大而又紧迫的课题。中共四川省委组织部以“两化”建设为契机 ,努力在改革和完善企业经营管理者选拔与淘汰、考核与证价、激励与约束的机制方面进行大胆探索 ,收到了较好的效果 ,受到国家有关部门的充分肯定。四川省推行“两化”试点的实践证明 ,企业经营管理者的两化是我国社会主义市场经济发展的必然要求 ;推进“两化”工作必须坚持党管干部的原则 ,改进管理方法 ,把组织考核与市场机制有机地结合起来 ;“两化”试点必须整体推进 ,配套改革 ,并且逐步走上法制化的道路。四川省的这些经验 ,值得我国理论界和实际工作部门认真借鉴和参考。
