With the deepening of procuratorial reform, the scope of cases in which appellantial prosecutors sued the people for appealing complaints has been widened. The number of cases has been on the rise, and the handling of appeals has been facing greater challenges. Due to the imperfections of relevant laws and regulations, there are many aspects that need to be perfected in handling complaint appeals system. First, we should improve some of the facts do not refuse to appeal handling procedures. In accordance with the “Criminal Procedure Rules of the People’s Procuratorate (Trial)” (hereinafter referred to as the “Rules”) and the relevant provisions, the prosecution department is charged to take charge of receiving the victims and the non-prosecutors are not satisfied with the prosecution’s decision of not prosecuting the termination of criminal proceedings.
