据《中共中央关于建立社会主义市场经济体制若干问题的决定》中关于职工医疗保险实行社会统筹与个人帐户相结合的原则,1994年国务院确定在江苏省镇江市、江西省九江市进行职工医疗制度改革试点。为积极稳妥地推进职工医疗制度改革,经国务院同意拟于1996年有计划、有步骤地扩大医疗制度改革试点范围。根据国务院办公厅《关于研究职工医疗制度改革有关问题的会议纪要(1995年11月13日)》(国阅[1995]142号)精神,国家体改委、财政部、劳动部、卫生部于1996年1月10日选报职工医疗制度改革扩大试点城市有关事项
According to the “Decision of the CPC Central Committee on Several Issues Concerning the Establishment of a Socialist Market Economic System,” the principle of combining social pooling with individual accounts for employee medical insurance was established. In 1994, the State Council decided to implement the staff medical system in Zhenjiang City, Jiangsu Province and Jiujiang City, Jiangxi Province Reform pilot. In order to actively and steadily push forward the reform of the medical system for staff and workers, the State Council agreed to plan a systematic and systematic expansion of the pilot reform of the medical system in 1996.
