2007年3月4日下午,全国政协委员、中电联赵希正理事长在全国政协十届五次会议经济、农业联组会上,就节能减排问题作了发言。温家宝总理在认真听取了赵希正委员的发言后说,“赵希正委员说节能减排主要要靠法律、经济手段,我非常赞同。”温总理接着说,“我讲三点:第一,今年政府工作报告将如实向人大代表汇报2006年降耗减排情况。去年,我们虽然做了很大努力,但是没有实现既定目标。第二,今后政府每年都要向人民代表大会报告节能减排完成情况,但不再把5年指标简单平均分配作为年度指标,而是把5年作为一个整体。‘十一五’最后一年,如实向人民代表大会做总体报告。第三,国家确定、人大通过的5年目标是严肃的,确定了就不能改!而且要千方百计完成。这个决心坚定不移!明天我将向代表们解释,也请委员们理解。”
