[France’s “Energy Express” reported on October 3, 1990] The dual-use small-scale nuclear reactors that both generate electricity and heat are promising in the Soviet Union. This was stated by the head of the Soviet Union at the 1990 European Nuclear Energy Conference. This kind of reactor is very suitable for cold and remote areas where fossil fuels are difficult to transport. The Soviet Union has built such reactors in the northern part of Bubilino and on the Shukovsky peninsula. This dual-use nuclear power plant has four sets of 12 MWe and 19.5 MWe units. A dual-use nuclear power plant that has been put into operation 16 years ago
