同治三年夏,曾国藩奏请裁撤湘军。由始至终,欠饷与浊军两个问题一直影响并困扰着裁军进程。这两者是曾国藩裁撤湘军的重要背景,是其裁撤湘军过程中所遭遇到的主要困境,并且并未随曾国藩裁军结束而告一段落。湘军裁撤后,它们继续影响着湖南等地哥老会的活动。欠饷与浊军这两个问题贯穿了湘军裁撤的始末。
