1979年中央政府在广东、福建两省实行“特殊政策、灵活措施”,并率先在两省设立四个经济特区,以加快广东、福建的经济发展,确立广东、福建在促进大陆与港、台地区实现“一国两制、和平统一”进程中特殊地位与作用。20多年过去了,粤港实现了经济一体化,而闽台经济合作为主的海峡经济区推动却举步维艰。本文拟就粤港经济合作及闽台经济合作的差异原因作初步的分析,并对政府与市场在区域合作中的作用作一评价。
In 1979, the Central Government implemented “special policies and flexible measures” in Guangdong and Fujian provinces. It also spearheaded the establishment of four special economic zones in the two provinces to speed up the economic development in Guangdong and Fujian and establish a joint force between Guangdong and Fujian in the promotion of cooperation between the mainland and Hong Kong and Taiwan The Special Status and Function of the Region in the Process of “One Country, Two Systems and Peaceful Unification”. More than 20 years have passed, and Guangdong and Hong Kong have achieved economic integration. However, the promotion of the Strait Economic Zone, which is dominated by the economic cooperation between Fujian and Taiwan, is struggling to promote it. This article intends to make a preliminary analysis of the differences between the economic cooperation between Guangdong and Hong Kong and the economic cooperation between Fujian and Taiwan and an evaluation of the role of the government and the market in regional cooperation.
