当今中国社会正处于由前市场经济社会向市场经济社会的转型过程之中。在转型社会,政治经济全方位进行改革,文化价值体系开始重构。为了适应转型时期社会政治、经济、文化等方面发展的需求,我国政府已开始了由传统行政向现代行政的转变。由于传统理念及制度的根深蒂固,作为行政管理的灵魂的现代行政文化的滞后性在一定程度上已经成为阻碍行政体制改革的障碍。因此,对当代中国行政文化进行理性分析,整合传统与现代的行政文化,通过行政文化的更新来推进中国行政改革的不断深入,甚至经济社会循序的发展已经成为当务之急。
Today’s Chinese society is in the process of transition from a former market economy to a market economy and society. In a transitional society, political and economic reforms are conducted in all aspects, and the cultural value system begins to be rebuilt. In order to meet the needs of social, political, economic and cultural development during the transitional period, our government has begun the shift from the traditional administration to the modern administration. Due to the deep-rooted traditional concepts and systems, the lag of the modern administrative culture as the soul of administrative management has become an obstacle to the reform of the administrative system to a certain extent. Therefore, a rational analysis of contemporary Chinese administrative culture, the integration of traditional and modern administrative culture, administrative and cultural update to promote the deepening of China’s administrative reform, and even economic and social development has become a top priority.
