据日本《每日新闻》1980年11月7日报道:国立防灾科学技术中心第二研究部地震防灾研究室研究员笠原敬司完成了新的地震模式,阐明了可能会造成极大损失的关东地方直下型大地震的发震机制。该地震模式是在调查了过去两年来关东、东海地方发生的几千个微小地震的震源分布;推测了在关东、东海地方及其海域的太平洋、菲律宾海和亚洲三个板块的重叠情况和边界以及各板块的移动等基础之上,标绘到立体图上的。它很有可能为预报“直下型”地震做出贡献。所谓板块构造理论,是指构成地表和海洋
