武汉市检察院机关在司法责任制的试点工作中,通过梳理人员分类管理和办案组织建设、司法责任制运行以及改革后监督考评等情况,发现在明确权限清单,厘清办案组织内部的权责关系,加强检察队伍专业化、职业化建设等方面还存在一系列问题。应当在遵循检察工作规律的基础上,坚持检察一体化与检察官独立办案的有机统一,科学合理设置办案组织,同步推进职业保障体系建设,从而推动司法责任制改革进一步深化。
In the pilot work of judicial responsibility system, Wuhan Public Prosecutor’s Office found out that by clarifying the list of authority, clarifying the relation of rights and responsibilities within the case handling organization by sorting out the personnel classification management and the establishment of case handling organizations, the operation of judicial responsibility system and the supervision and evaluation after the reform, There are also a series of problems in strengthening the specialization and professionalization of procuratorial teams. On the basis of observing the law of procuratorial work, we should insist on the organic unity of prosecutorial integration and prosecutors’ independent handling of cases, set up handling cases scientifically and rationally, and simultaneously promote the construction of a vocational security system so as to further deepen the reform of judicial responsibility system.
