十八届五中全会通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》强调,实现“十三五”时期发展目标,破解发展难题,厚植发展优势,必须牢固树立并切实贯彻“创新、协调、绿色、开放、共享”的发展理念。在“五大发展理念”中,协调发展是难度最大、任务最重、涉及面最广的,主要着眼于解决发展中不平衡的问题。这是今后一段时间内我们全面实现小康社会攻坚的方向,也体现了我们新一届领导集体坚持问题导向的执政理念。本文以正确认识协调发展理念为基础,针对经济社会发展中存在的突出问题和矛盾,提出形成平衡发展结构的四大重点工作。 The “Proposal of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development” adopted by the Fifth Plenary Session of the 18th CPC Central Committee emphasizes that achieving the development goals in the “Thirteen-Five-period” period will solve the development problems and give full play to the development advantages , We must firmly establish and effectively implement the development concept of “innovation, coordination, greenness, openness and sharing.” In the “five major development concepts,” coordinated development is the most difficult, the most important task, covering the most extensive, mainly focused on solving the imbalance in the development of the issue. This is the direction in which we will tackle the crucial task of building a moderately prosperous society in an all-time future. It also reflects the governing concept that our new collective leadership insists on problem orientation. Based on the correct understanding of the concept of coordinated development, this paper proposes four key tasks for forming a balanced development structure in light of the outstanding problems and contradictions in economic and social development.
