在知识经济时代 ,高科技产业是促进生产力发展的最具活力的因素 ,也是各国综合国力竞争的焦点。高科技产业具有与传统产业不同的特征 ,世界各国的实践证明 ,构建良好的政策环境是促进高科技产业发展的关键。根据我国国情 ,应采取的主要政策措施是 :(1)完善财税政策 ;(2 )建立新型的投融资体制 ,支持高科技产业的发展 ;(3)建立有利于高科技产业发展的法制环境
In the age of knowledge-based economy, high-tech industries are the most dynamic factor in promoting the development of productive forces and also the focus of competition in the overall national strength of all countries. High-tech industries have different characteristics from traditional industries. Practice in various countries in the world proves that building a sound policy environment is the key to promoting the development of high-tech industries. According to China's national conditions, the main policies and measures to be taken are: (1) improve the fiscal and taxation policies; (2) establish a new investment and financing system to support the development of high-tech industries; (3) establish a legal environment conducive to the development of high-tech industries
