从服务功能缺失、用户需求萎缩与消失、用户需求数量缺乏、需求层次单一、需求强度减弱5个方面出发,对当前图书馆服务过程中存在的问题进行分析,认为这些问题的有效解决不能仅依靠提供信息服务或知识服务。进而提出图书馆用户需求生态服务系统的概念,并从图书馆生态文明建设、生态持续性保持、用户需求生物多样性保持、系统环境生态友好保持5个方面阐述了图书馆用户需求生态服务系统的特点。构建了图书馆用户需求生态服务系统,从提供生态服务、改善并优化关系、实现高效健康的信息流转、实现对需求的引导、实现生态服务链的结合能力、保持图书馆用户需求生态服务系统平衡6个维度对图书馆用户需求生态服务系统功能予以定位。
