射洪县位于四川盆地北缘,涪江中游,幅员面积1496平方公里,1999年末人口103万,耕地63万亩,是一个典型的人口密度大,人均耕地少,地上地下资源贫乏,又远离中心城市的中国内陆丘陵大县。近年来,县委、县政府紧紧抓住经济建设这个中心,依靠科技进步,实现了经济稳定持续增长,1999年全县国内生产总值实现43.85亿元,县域财政收入实现4.17亿元,分别是改革前的22倍和40倍;科技进步对经济增长的贡献份额达50.2％。这些成绩的取得,既是省、市党政和业务主管部门关心支持的结果,也是实施专利战略,开展技术创新,顺应市场发展的回报。射洪自《专利法》颁布实施15年来,向中国专利局申请专利78件,授权专利43件,专利申请涉及13个技术
