随着公共行政改革的蓬勃展开,绩效评估作为一种有效的管理工具在政府改革中得到了广泛应用,并在各地不断涌现了引入公众参与绩效评估的活动。在此背景下,本文选取杭州市“满意不满意单位”评选活动、南京市“万人评议政府”活动作为引入公众参与的绩效评估的案例,以对这一探索和尝试背后的动因及困境进行一定程度的分析,从而试图为解决公众在绩效管理中的问题提供一些建议。
With the vigorous development of public administration reform, as an effective management tool, performance appraisal has been widely used in government reform, and the activity of introducing performance appraisal of public participation has been emerging all over the country. In this context, this article selects Hangzhou City, “satisfied with the unsatisfied units ” selection activities, Nanjing “people commented on the government ” activity as a case of introducing the performance evaluation of public participation in order to explore this and try behind the Motivation and predicament to some extent, so as to try to provide some suggestions for solving the public’s problems in performance management.
