1987年9月17日～18日美国航宇局就空间站的研制合作问题与加拿大举行商谈会议。在空间站使用上,双方意见出现严重分歧,使谈判破裂。他们期待着在1987年底在华盛顿召开的欧空局、日本及加拿大多国协商会议上再进行协商。国际空间站合作伙伴都希望取得一致意见。美国航宇局与加拿大协商的主要问题如下: 1.美国国防部参加问题美国坚持在协议书上不写入限制国防部的使用,加拿大则主张应在协议书上写明,而美国不同意。 2.运用空间站方式加拿大提出由一国际组织使用空间站,并且最少使用一年,以调整参加国的利害得失。
From 17 to 18 September 1987, the United States Aeronautics and Space Administration held a consultation meeting with Canada on the development cooperation of the space station. With regard to the use of the space station, there were serious differences in opinion between the two sides and the negotiations broke down. They are looking forward to further consultations at the multi-nation consultations of ESA, Japan and Canada held in Washington at the end of 1987. International Space Station partners want consensus. The main issues discussed by the U.S. Aeronautics and Space Administration and Canada are as follows: 1. US Department of Defense participation issues The United States insists that no restrictions on the use of the Ministry of Defense are written in the agreement, while Canada claims that it should be stated in the agreement and the United States does not agree. 2. Use of the space station approach Canada proposes the use of space stations by an international organization with a minimum of one year to adjust the interests of participating countries.
