本文依据美国兰德公司(Rand)的专项调查基础数据,对美国联邦政府国际科技合作经费投入的规模与强度,以及国际合作经费按多边与双边合作、合作对象、重点合作领域、合作方式、联邦机构的分布结构作出定量分析与评价,以有助于全面了解美国政府的国际科技合作政策和投资策略,为发展和完善我国的国际科技合作政策,确立有效的国际科技合作投资策略提供重要的借鉴。
Based on the special survey data from Rand, this paper analyzes the scale and intensity of the international scientific and technological cooperation funds invested by the federal government in the United States, multilateral and bilateral cooperation, cooperation partners, key cooperation areas, cooperation modes, Institutions to make a quantitative analysis and evaluation of the distribution structure to help fully understand the U.S. government's international cooperation policies and investment strategies in science and technology and provide an important reference for the development and improvement of China's international cooperation in science and technology policies and the establishment of an effective international cooperation strategy in science and technology cooperation .
