财政补贴资金是农业发展银行贷款利息和粮食收储企业费用开支的重要资金来源,如何使补贴资金及时足额拨补,对实现收购资金封闭运行具有十分重要的意义。1998年,河北省廊坊市分行通过设专户、建台帐、加强监管、建立催拨制度等措施,虽然有效防止了挪用补贴资金行为,但财政拨补迟缓的问题仍很突出。据对廊坊市测算,财政补贴在市县两级滞留时间平均2至3个月,个别款项滞留时间长达半年以上。一、拨补迟缓的原因:1、粮食主管部门截留部分补贴资金以弥补经费不足。《国务院关于进一步深化粮食流通体制改革的决定》明确提出实行政府粮食行政管理职能与粮食企业经营的分开。粮食行政主管部门代表政府应对全社会粮食流通进行管理,要与粮食企业在人财物等方面彻底脱钩。粮食主管部门经费纳入同级财政预算。但
