日前,太原市发布并实施《太原市物业管理条例》。其中规定,业主拖欠物业费,物业服务公司不得断电、断水、断气、断热。针对当前部分物业服务公司以断电断水为手段催缴物业费的现象,条例规定,供水、供电、供气、供热、通讯、有线电视等专业经营单位可委托物业服务企业代收费用,但物业服务企业不得向业主收取手续费等额外费用;专业经营单位不得因部分用户未交费而停止对已交费用户的服务;物业服务企业不得以业主拖欠物业费为由限制或变相限制专业服务。
