“走出去”战略确立于2000年,与当时的西部大开发战略并列为国家在新世纪初期的两大经济战略。广东省外办副主任林迪夫称,“走出去”战略”是相对于“引进来”而言的。此前20多年,我国对外开放战略的重要支撑点是引进外资,“走出去”则力图推动中国企业向外拓展,目的在于利用国内、国外两种资源、两个市场,以增强中国经济发展的动力和后劲。
The strategy of “going global” was established in 2000 and tied with the grand western development strategy of that time as the two major economic strategies of the country in the early days of the new century. Lin Duofu, deputy director of the Guangdong Provincial Foreign Affairs Office, said that the strategy of “going out” is relative to “bringing in.” In the past two decades or more, an important supporting point of China’s strategy of opening to the outside world was to attract foreign investment while “going global” Chinese enterprises are expanding outward with the aim of using both domestic and foreign resources and two markets to enhance the momentum and staying power of China’s economic development.
