浙江永嘉县位于温州市的北面,南部平原地区的5个镇沿瓯江成带状分布,与温州市区隔江相望,经济相对比较发达,2003年财政收入占全县乡镇收入的96.5%;中、北部基本是山区,共有33个乡镇,经济非常落后,2003年财政收入仅占全县乡镇财政收入的3.5%,而财政支出却占了全县乡镇的54.08%。沿江5镇和山区33个乡镇经济发展非常悬殊。随着行政事业性收费制度的逐步健全,计划生育和土地管理等工作稳步走上规范化和法制化的道路,原来占预算外收入大部分比例的计生和土地收入也逐年减少。而乡镇的刚性支出却难以压缩,乡镇财政赤字和负债情况越来越普
Zhejiang Yongjia County is located in the north of Wenzhou City. Five towns in the southern plains area are distributed along the Oujiang River. They are located across the Yangtze River from Wenzhou City, and their economy is relatively developed. In 2003, the fiscal revenue accounted for 96.5% of the total income of townships in the county. The northern part is basically a mountainous area with a total of 33 townships. The economy is very backward. In 2003, the fiscal revenue accounted for only 3.5% of the county’s township fiscal revenue, while the fiscal expenditure accounted for 54.08% of the entire county’s towns.
