In order to adapt to the need to further invigorate the enterprise, Qinhuangdao Yaohua Glass Factory implemented a new management system from November 27, 1985 and reformed the cadre system. The whole plant is divided into eight branches and one mine. The departments of the factory administration and the party-masses system were originally 39, and were consolidated into 26 departments. The newly appointed heads of departmental level (branches) have an average age of 71%.
