《基础教育课程改革纲要(试行)》中指出:“积极开发并合理利用校内外各种课程资源。学校……广泛利用校外的图书馆、博物馆、展览馆、科技馆、工厂、农村、部队和科研院所等各种社会资源以及丰富的自然资源。”因此,张家港市塘市小学在综合考虑队员素质、社区资源等的基础上,决定让队员走进社区,积极开展“我的社区我做主”实践研究,广泛挖掘社区中的德育资源,构建学校、家庭、社区三位一体的开放式德育模式,增强队员们的社会实践能力,有效提高他们的社会责任感。
