为合理评价一个地区水资源高效管理水平,采用层次分析法构建水资源高效管理评价指标体系并计算各指标的权重,再采用模糊综合评判法综合评价目标地区水资源管理水平,最后利用加权平均原则求取隶属等级。实例应用结果表明,宿迁市的水资源管理等级为一般略偏向于良好,应重点从用水效率上加强管理;苏州市的水资源管理等级为良好略偏向于一般,优于宿迁市,但仍需从用水总量上严格控制;该评价指标体系客观合理,评价方法简便易行。
In order to reasonably appraise the level of efficient management of water resources in a region, the analytic hierarchy process (AHP) is applied to construct the index system of water resources efficient management and the weight of each index is calculated. Then the fuzzy comprehensive evaluation method is used to evaluate the water resources management level of the target area. Finally, Get membership grade. The results of application of examples show that Suqian has a slightly better level of water resources management and should focus on water efficiency management. The level of water resources management in Suzhou is slightly better than that of Suqian, but it still needs to be better From the total amount of water on the strict control; objective and reasonable evaluation index system, evaluation method is simple and easy.
