After the enactment of China’s tourism law, it has provided new opportunities for the development of the tourism industry. Travel agencies should adapt to the new situation and speed up their transformation and upgrading from the aspects of business model, product type, business scale, competitive means, service mode, technical means, talent management and business strategy. The Travel Law, officially implemented on October 1, 2013, attaches great importance to the healthy development of the travel agency industry. Of the 112 cases in all, there are 45 articles directly related to travel agencies, accounting for 40% of the total articles. Which governance “zero negative tour fee ”, regulate the tour guides and team leader’s behavior, strengthen industry self-regulation, improve the management level and service quality and other provisions, all
