本文深入研究了影响徐州市可持续发展的约束条件：水资源短缺、人均耕地面积不断减少、自然灾害频繁、环境污染严重、各县市经济发展不平衡、人力资源素质差等制约着徐州市的可持续发展；结合国内外经济发展趋势，提出了徐州市“十五”期间应采取的九种对策。
This paper studies in depth the constraints that affect the sustainable development of Xuzhou: the shortage of water resources, the continuous reduction of cultivated land per capita, the frequent natural disasters, serious environmental pollution, unbalanced economic development among counties and cities, and the poor quality of human resources, which constrain Xuzhou’s Sustainable development; combined with the trend of economic development both at home and abroad, put forward nine measures Xuzhou should adopt during the “Tenth Five-year Plan” period.
