经过近5个月的谈判鏖战,2009年2月17日,中俄两国就“贷款换石油”的合同细节达成一致,并签署了正式协议。根据协议内容,中国将向俄罗斯提供总计250亿美元的长期贷款,俄罗斯则以石油为抵押,以供油偿还贷款,从2011~2030年按照每年1500万吨的规模向中国通过管道供应总计3亿吨原油。此外,作为中俄能源合作的组成部分,还签署了包括核能、电力、矿产开发等方面的合作协议。由此掀开中俄能源多元合作新的一页。
