本文将进城务工经商人员的人力资本存量分为基本人力资本存量和技能性人力资本存量。本文发现,农村高素质群体的基本人力资本存量不可能规避其在城市经济生活中的贫困和边缘化的发生。实证分析发现,基本人力资本存量对进城务工经商人员技能性人力资本存量的生成不产生贡献作用;收入保障程度和工作岗位技术含量是影响进城务工经商人员技能性人力资本生成的关键因素。本文认为,强化从业岗位的技术含量,开辟多重培训路径,改善其技能性人力资本存量结构,是进城务工经商人员摆脱贫困、规避边缘化的根本。
In this paper, the stock of human capital in urban migrant workers is divided into basic stock of human capital and stock of skilled human capital. This paper finds that the stock of basic human capital in rural high-quality groups can not avoid the occurrence of poverty and marginalization in urban economic life. Empirical analysis shows that the stock of basic human capital does not contribute to the generation of skilled human capital stock in urban migrant workers. The level of income security and the technical content of job are the key factors that affect the generation of skilled human capital in urban migrant workers. This article argues that strengthening the technological content of job postings, opening up multiple training paths and improving the stock structure of skilled human capital are fundamental for migrant workers in cities to get out of poverty and circumvent marginalization.
