十一届三中全会以后,企业逐步实行了承包经营责任制,企业出现了活力,增长了效益,显示了承包经营责任制的生命力。由于在企业与政府的关系、落实企业自主权等方面还存在种种弊端,因此,企业的承包经营责任制的力度、深度、广度等还远远不够,职工的责、权、利未进一步落实,承包经营责任制的激励作用还有待于进一步发挥。《条例》的颁布,转换了政府的职能,赋予了企业包括经营、人事、分配上的十四项自主权,确定了企业成为依法自主经营、自负盈亏、自我发展、自我约束的商品生产和经营单位的目标,从而进一步明确了
