2016年上半年,河南省牢固树立五大发展理念,大力推进供给侧结构性改革,着力稳增长、保态势、调结构、抓转型、防风险、促稳定,全省经济运行呈现“总体平稳、稳中有进、进中向好”的良好态势,但经济下行压力加大、企业生产经营困难、投资增长后劲不足、外贸形势持续下滑的态势依然没有缓解。下半年要抓住宏观政策持续宽松、供给侧改革稳步推进、深度融入“一带一路”战略以及稳增长累积效应显现的有利条件,加大全面创新力度、全面扩大对外开放、切实增加投资有效供给、大力发展“新经济”、深入推进供给侧改革、努力改善民生福祉,确保完成全年经济增长8%的目标任务。
